Skirlaugh Parish Council Minutes - June 2003

Meeting of Skirlaugh Parish Council, 11th June 2003
 
1.    The meeting was attended by Cllr. Maureen Wastling of ERYC
 
2.    Katherine Atkinson, the Rural Housing Enabler, who had attended the Annual Parish Meeting in May, came to explain her report on housing need in Skirlaugh.  Her report was based on a survey conducted by ERYC in November 2001.  A response of over 55% (367 questionnaires) was received.  This showed a need for housing in 45 households, of which 19 wish to remain in Skirlaugh. In addition a further nine households in other parishes wish to move to Skirlaugh. Ten would prefer to buy and sixteen would prefer rented accommodation.  Based on the information given in the survey, Miss Atkinson's report identifies a need for 8-10 properties as a starting point for developing a scheme for affordable housing.  This could be incorporated into proposed development on the playing field site, but this is now in doubt due to new government guidelines on sites for residential development.  Miss Atkinson will speak to the agents for the site to find out whether a revised plan is in the pipeline.
 
2.    Two members of the public attended the open forum and asked about proposals to improve street lighting on the Cawood Estate.  Both were interesting in joining the Parish Council and it was therefore decided unanimously that they should be co-opted to the Council.  Christine Hornby and Donald McKernan have therefore filled two of the vacancies, but four still remain.
 
3.    Quotes for installing additional lights on the paths at Old Forge Way, Cawood Close and Chapel Close were received.  It was thought these prices were very high and therefore ERYC will be asked whether they can provide funding as the lights are felt to be necessary for reasons of health and safety.
 
4.    ERYC had been asked to look at a dip in the A165, but they reported that it probably where the road follows the camber in Lambwath Villas.  They will be asked to look at reseeding of the grass verges where they have been damaged by water main installation work and also the sinks on the A165 which are considerably lower than the road surface.
 
5.    Traffic speed:  the speed camera van has been present in the village.  ERYC will be asked what results have been obtained.
 
6.    Sanctuary Housing has been asked to attend to the fence at Hillfield Drive which has been damaged by children playing football.
 
7.    It was agreed to change the date of future meeting to the first Wednesday of the month to avoid clashes with other Parish Councils in the area.  Therefore the next meeting will be on Wednesday 2nd July at 7.30 p.m.
