Skirlaugh Parish Council Minutes - April 2004
Meeting of Skirlaugh Parish council, 7th April 2004
1. Casual Vacancy: the meeting was attended by Peter Waddingham who was interested in joining the council. It was unanimously agreed that he should be co-opted to the vacancy.
2. Repair of headstones: several headstones in the closed section of the churchyard have now been repaired.
3. Safety cameras: no details of the figures achieved since the speed cameras came into use have yet been received. The ERYC councillors will be asked if they can make any progress with this request. They will also be asked whether they can contact the police to ask for a constable to attend a future parish council meeting.
4. ID cards: ERYC can supply cards which are used by ERYC at a cost of £4. Cllr. Whitehead offered to make a card suitable for laminating which will give the necessary details of the parish councillors. These would be used should a councillor need to call at a house, or a householder can ask for ID if anyone claiming to be a parish councillor should call.
5. Park and Ride: Hull Passenger Transport replied that park and ride schemes for west, north and east Hull are to be implemented, in that order. They anticipate that the east Hull scheme will be in place within five years.
6. Odd-job person: no-one has made enquiries about the proposal to employ a person to carry out occasional small jobs. It was suggested that as Long Riston Parish Council is also considering employing someone then the two councils could share the same person.
7. Highways matters: the sink on the bridge on the A165 is apparently sinking; this will be reported to ERYC.
ERYC will be asked to clarify the procedure for reporting dog fouling and what is acceptable as evidence.
8. Street lighting programme: ERYC is offering financial support on a 60/40 basis for new lighting schemes and improvements to existing lighting. Further details will be requested as it may be possible to improve the lighting on the A165 in South Skirlaugh.
9. Parish Paths Partnership: It was agreed to rejoin the scheme for the forthcoming year
10. Grounds maintenance: details of the ERYC schedule for grass cutting were received.
Cllr. Conlon offered to continue to care for the planting around the village name signs.
A letter was received from someone seeking contracts for grass cutting. It was agreed he be asked to quote for the grass cutting for which the Parish Council is responsible.
11. Cllr. Fisher had attended a seminar organised by Safe Communities which included information on anti-social behaviour orders. It was agreed a representative from Safe Communities be invited to a future meeting.
12. The next Parish Council meeting will be held on Wednesday 5th May at 7.30 p.m.
